What recent CA crime stats show after passage of Prop 47
In 2014 60% of California voters (4.2 million citizens) passed Proposition 47 and re-categorized certain nonviolent crimes from felonies into misdemeanors. 2.8 million voted “no ” on the proposition. Although California has 25 million registered voters, only 7 million Californians voted on this issue….. What, if any, has been the measurable effect of recent developments in crime statistics across the state since 2014?

Santa Clarita to talk ‘taking back our community’ crime-fighting initiative
Law enforcement and other public safety officials have felt an increased burden as a result of those laws, said Santa Clarita Mayor Cameron Smyth, and it’s time the city made a wider effort to make people aware of the concerns. “I think it’s important that residents understand if they’re seeing a spike in crime,” Smyth said, ‘it’s not a result of inaction by law enforcement officers, but of more people being released into our communities before they served their time.”

Hemet youth calls 911 during home invasion robbery
A juvenile who was home alone hid in a room and called 911 as a home invasion robbery suspect broke into the residence, found the youth and struck the victim the head and face before fleeing Wednesday afternoon, Sept. 6, according to a Hemet police news release. A police dispatcher remained on the telephone while officers responded at 1:45 p.m. to the house in the 900 block of East Acacia Avenue.

18-year-old pleads not guilty to shooting man to death during Southeast Fresno robbery
Prop 57 has already complicated the prosecution of teenagers charged in connection with the robbery at a southeast Fresno store and the shooting death of the owners’ son. Angel Morelos did exactly what was expected Monday, pleading not guilty to charges he murdered Christopher Leon last month as Leon and his family broke up a robbery.

Redding turns to state to help ‘take back’ community from crime
Redding leaders have a bold idea for “taking back” the community from crime: ask the Legislature to fix state laws routinely blamed for a packed Shasta County Jail and increasing quality-of-life crimes. The Redding City Council recently put city support behind the “Taking Back Our Community” program, the brainchild of the California Police Chiefs Association that’s being pushed statewide.

Changes in classification under Prop 57 puts public safety at risk

Criminal justice system reform needed
During the past several years, State legislative changes have made far ranging, fundamental alterations to the fabric of California’s criminal justice system…and some changes have been needed as not all crimes should be punished with jail sentences. These changes included AB 109 as well as Propositions 47 and 57. However, as time has passed, unintended consequences have arisen from these large scale changes…Whittier has become Ground Zero in the imperative for review and reform of this new system.

Law enforcement group in California blames deputy’s killing on 2011 prison reform law
A law enforcement group in California is blaming a prison reform measure backed by Gov. Jerry Brown for the recent death of a sheriff’s deputy in Sacramento. Thomas Littlecloud, 32, fired more than 30 rounds from a rifle and more than a dozen rounds from a handgun on Aug. 30 during a gun battle with police, according to KCRA. Sacramento County Sheriff’s Deputy Robert French was killed during the shoot out.

California deputy’s murder blamed on Gov. Brown-backed prison reform
Law enforcement groups in California have propelled the state’s prison reform measure, known as Assembly Bill 109, into the limelight by proclaiming that it led to the murder of Sacramento County Sheriff’s Deputy Robert French. On Aug. 30, French was killed – while two other officers were wounded – in a shootout with convicted felon Thomas Littlecloud.

Prisoner recaptured after escape from LA reentry program
A prisoner who walked away from a community reentry program in Los Angeles on Sunday was recaptured Tuesday morning, officials said. Rolando A. Pineda, 21, walked away from the Male Community Reentry Program Sunday night. He had been scheduled to be released for parole supervision on March 4, 2018. He was found and arrested at 10:50 a.m. Tuesday in Bell Gardens by the California Department of Corrections and Rehabilitation Special Service Unit.

Keeping mentally ill in treatment an elusive goal
Judge Richard Vlavianos sees it far too often: disturbed individuals who go through a revolving door of mental health services only to be arrested and placed back in jail. It’s a complicated issue that must be resolved to end a vicious cycle, Vlavianos says. A recent case involving a woman with severe mental and substance abuse problems epitomizes the problem, says the judge. The woman is not alone.

Leadership needed on riverbed homeless
The explosion of homelessness on the Santa Ana River Trail – a responsibility of the County of Orange by agreement with the Army Corps of Engineers – is a disgrace, and nothing short of a complete failure of leadership by the sheriff and whoever is running day-to-day operations. A responsible leader would simply say, “The Santa Ana River Trail is the responsibility of the county. As the primary law enforcement agency responsible for the county, from this day forward, we will be taking responsibility for this asset from fence line to fence line.”

District attorney’s office seeks help in arsonist parole battle
The Madera County District Attorney’s Office has filed its opposition to the possible parole of 50-year-old Alice Waterman from the Central California Women’s Facility near Chowchilla. Waterman and her 44-year-old husband, Kenneth Allen Jackson, both of Coarsegold, set a series of fires in the Yosemite Lakes Park area in the summer of 2013.

California court asked to reconsider death penalty ruling
Opponents of a voter-approved measure to speed up executions in California asked the state Supreme Court on Friday to reconsider its ruling upholding the law. The high court’s decision unconstitutionally delegated power to the judicial branch and failed to consider whether the measure could survive after the justices invalidated “critical features” of the law, attorneys Christina Von der Ahe Rayburn and Lillian Mao said in their court filing.

SB 10, bail reform bill, would ruin California’s criminal law system
The Eighth Amendment to the Constitution of the United States states: “Excessive bail will not be required, or excessive fines imposed, or cruel and unusual punishment inflicted.” Ratified Dec. 15, 1791, that’s reiterated in Article I, Section 12 of the 1872 California Constitution and amended Nov. 8, 1994 to provide that a person shall be released on bail except for capital crimes and certain felony offenses under specified circumstances.

What goes into the algorithm behind New Jersey’s bail reform?
There are fewer men and women in jail are awaiting trial and crime is down for the first half of the year. Advocates say those are signs that New Jersey bail reform, that started Jan. 1, is working. “The initial data that we’ve seen makes me very hopeful that it is improving community safety, improving fairness and ensuring that voters aren’t overpaying for jail we don’t need to be,” said Vice President of Criminal Justice for the Laura and John Arnold Foundation Matt Alsdorf.

Law enforcement leaders back bail reform
Local law enforcement leaders are backing a bipartisan proposal to reform the nations’ criminal bail system. Members of a group called Law Enforcement Leaders to Reduce Crime and Incarceration sent a letter with 37 signatures to Sens. Kamala Harris(D-Calif.) and Rand Paul (R-Ky.) in support of the Pretrial Integrity and Safety Act of 2017, which the senators introduced in July.

CA to try again at bail reform

Final defendant convicted in massive Orange County Superior Court case-fixing scheme
A Ladera Ranch man has been found guilty of felony charges for participating in a scheme in which 1,000-plus misdemeanor criminal cases and traffic violations in all were fixed in exchange for bribe money in Orange County Superior Court. He was accused of providing information on 15 traffic infractions and at least one driving-under-the-influence case to a middleman, who in turn provided the information to the scheme’s mastermind.

A California senator who believes the state’s sex offender registry is broken says sex offenders may no longer have to register for life. The bill, SB 384 would take lower-level sex offenders off the registry. Right now, four states including California, make all sex offenders register for life. And today, the registry tops 100,000 people in California. Some law enforcement officials say it’s working against them.

The state Senate on Thursday sent Gov. Jerry Brown a bill that would expand the evidence that prosecutors can bring forth at trial against defendants charged with selling victims for sex. The legislation, filed by Sen. Toni Atkins (D-San Diego), would allow prosecutors to call on witnesses or provide records that speak to a criminal suspect’s character, in attempts to show to the jury a pattern of abuse toward the victim.

Calif. lawmakers revamp sex offender registry, throw out lifetime rule
California would no longer require all sex offenders to register for life under a bill that passed the state Legislature on Saturday. SB386 by Sen. Scott Wiener, D-San Francisco, would allow many sex offenders to petition to be removed from the registry 10 to 20 years after they are released from prison, as long as they have not committed another serious or violent felony or sex crime.

Sheriff’s deputy arrested on suspicion of sexually assaulting 2 inmates
Los Angeles County sheriff’s deputy was arrested on suspicion of sexually assaulting two inmates inside a county jail facility, Sheriff Jim McDonnell said Thursday. Deputy Giancarlo Scotti, 31, was arrested at 6 p.m. Wednesday on suspicion of two counts of rape and two counts of oral copulation under color of authority, McDonnell said at a Thursday morning news conference.

Crime rises in the San Fernando Valley, where robbery and homicide rates outpace LA
Violent crime across Los Angeles rose for a third straight year during 2016, but spikes in homicides, robberies and property crimes across the San Fernando Valley outpaced the city as a whole, according to LAPD crime statistics released this week. Robberies across the Valley last year rose 33 percent from 2015 – from 1,571 to 2,085 – compared with 14 percent citywide.

NorCal burglary suspect leads police on wild highway foot chase
Police in Placerville arrested a man accused of robbing a grocery store on Friday night after he fled the scene on foot and led police on a foot chase on Highway 50. According to a press release from the Placerville Police Department, police responded to a call from a Placerville Grocery Outlet alleging that Carmichael robbed the store and held an employee at knifepoint.

Suge Knight’s girlfriend indicted for selling hit-and-run video to TMZ
Suge Knight’s girlfriend and business partner have been indicted for alleging selling video of a hit-and-run fatality to TMZ for $55,000. The girlfriend, Toilin Kelly, pleaded not guilty on Wednesday to counts of conspiracy to obstruct justice, conspiracy to violate a court order, and conspiracy to commit grand theft. The business partner, Mark Blankenship, is awaiting arraignment on the same charges.

Portland police to halt, purge all gang designations
Portland police next month will end their more than 20-year-old practice of designating people as gang members or gang associates in response to strong community concerns about the labels that have disproportionately affected minorities. URINE LUCK: San Francisco says you can pee on the sidewalk
The ever-progressive city of San Francisco is now allowing people to urinate on the sidewalk. The San Francisco Chronicle reports that San Francisco’s superior court judges have scrapped 66,000 warrants since 2011 for various quality of life crimes, including peeing and sleeping on the sidewalk as well as being publicly intoxicated.

Gang crackdown blocked by judge: Court rules against LAPD gang injunction
A federal judge Thursday ordered police to stop enforcing gang injunction restrictions against an Echo Park man who denies any affiliation with a street gang. “I feel like I am under house arrest, always worried that I will get arrested for violating one of the terms of the injunction,” the man wrote in a declaration filed in Los Angeles federal court.

The Ninth Circuit on Thursday denied immunity to a medical examiner who incorrectly classified an accidental death as a homicide – an error that led to the arrest and false prosecution of a prominent U.S. Open tennis referee. L.A. County crime-inspired measure would ban openly carrying rifles in unincorporated areas of California
Californians would be prohibited from openly carrying long guns in public, unincorporated areas of the state under a bill approved Wednesday by the Legislature and sent to the governor for consideration. The measure, opposed by the National Rifle Assn., was requested by the Los Angeles County Sheriff’s Department to plug a loophole in state law that bans openly carrying handguns in areas outside cities.

Just weeks after Southern California Gas Co. resumed injecting natural gasinto the storage wells at Aliso Canyon, one-third of those wells were taken out of service.
